Good afternoon, tell me who is thinking about new functionality / increasing it when creating a project based on an existing one, i.e. analyzes the needs of users, what they would like, what they lack in the current project, in order to do much better and more pleasant in the new project ( internet service)?

If you have a relatively small team of up to 10-15 people, then the head of the company (service) should be involved in this. It is he who should understand the needs of the target audience and customers better than others in order to plan new functions and draw up a roadmap for six months or a year.
If the manager still has UX skills, then it’s generally great, since he will be able to set full-fledged tasks for the right employees, and then control their execution.
Of course, such things can be transferred to a marketer and others, but no one knows the essence of a business better than a leader. Plus, in the same West, a trend has been popular for a long time, when CEOs of projects work a lot in support. This is just done in order to get to know your customers better and understand their needs. By the way, we do the same :)
