I noticed that in the USA a lot of online stores do not accept cash or card payments on the spot, but ask to link the card to your personal account. When ordering, the amount on the card is blocked, and after some time it is debited. By the same principle, Uber is now working with us.
Actually the question is, from the point of view of the company, what percentage do banks charge for such a service? And what is it called? Searched but couldn't find any information. Plus, the question is, what if the amount on the person’s card is not enough? And how to understand "the amount is blocked, and later debited"? That is, a person cannot spend it?

If you mean the reservation of funds on the account with the ability to cancel the debit within a few days, then, for example, VTB24 has such a service when working through payment aggregators (see the link at the very bottom of the page):

System commission - 3% (I don't know exactly what the bank takes from this commission and what the payment aggregator takes).

Blocking money on the card is a common practice.
Any payment system should allow the seller to return the blocked money.
