Who is deceiving whom on the freelance exchange?

We need an answer from experienced freelancers about the situation in FL.RU (not advertising).

There was a delay in the order due to the negligent approach of the contractor, because of which a dispute was opened, which has been going on for 2 months.
The screenshots of the dispute showed me that everything ended there with the phrase - "we are transferring the application to our specialists ..."
The other day there was an appeal to FL RU support for information about the status of the dispute, where they asked for a link to this dispute, to which the "person" answered me - "I can't find this ticket in the list, it was there yesterday, probably it was closed."
Plus, the "person" sends another screenshot showing that the order was canceled, although the dispute is not closed!".
Strange, I thought.
After another appeal to the TP, with a request to check the user's account from the screenshot for the presence of this amount, without providing a link to the dispute.
To which they answered - "We cannot comment on screenshots without a link to the dispute, there is no specified amount on the account, besides, the bonus amount is indicated in brackets."
Now the question is, who is cheating whom?
"Man", or TP?

Well, now a counter question: do you go freelancing to earn money or find out who is deceiving whom? Everyone has lapses with the choice of a customer / contractor, any protracted conflict takes away your strength and time, which could be spent working with another customer.
Therefore:
1. Work with adequate people;
2. Work for normal money (thus you will avoid working with outbids);
3. Do not hang significant amounts on the BS - as you have already correctly said, split it into stages, and close the stages, including for money.
