I am in Ukraine, how can I accept money to my PayPal account and then withdraw it to WebMoney-Yandex-cash? Without draconian 12% commissions like here www.bestchange.ru/paypal-usd-to-wmz.html and without deceptions like "pretend to be a resident of Poland or the Russian Federation."

Make yourself an account on gumroad, make a fictitious product that you can buy through paypal or from a card, there is a 5% commission, and you can withdraw it to a private card or payoneer
