Who in the Russian Federation is responsible for posts on the forum - users or the owner of the site?

Who in the conditions of the Russian Federation is responsible for posts created by users on the forum - these same users or the owner of the site?
I mean responsibility for a situation like: you create a site, a user comes to it and posts child (or other) porn, extremist materials or calls for something forbidden in Russia.
Does it depend on the presence of some kind of "license agreement" on the site? Although it is doubtful that plain text on a page can be legally binding.
Does it depend on registration in some registry?
As practice shows, for example, it is VK users who are imprisoned for posts, likes and reposts, and not the VK administration. And even if the owner were responsible, there would be no forums left on the Internet without pre-moderation.

As yet borne by the user. But attempts to impose this responsibility on the forum admins have been made for a long time and non-stop. Why?
- it's easier to catch up with them
- since we still dream of introducing "social networks by passport" - this will be an incentive for the administration of the forums
