Such a situation:
The site (8 pages) is closed by GeoIP everywhere except Russia.
In the Yandex index, all pages are there, and in the Google index, when checking the index, it gives a false 404 error.
At the same time, Google Search Console sees the sitemap and correctly shows the number of identified URLs.

Could this be related to blocking via GeoIP?

Googlebot mostly indexes from US ip
If you closed everything except RU, then of course Googlebot cannot open the site.
You can additionally whitelist googlebot's ip by taking them from here (you need a reg for downloading) https://www.ip2location.com/free/robot-whitelist
