Who changed (with an increase in the number of GB) RAM to Windows 8.1 x64?

Decided to upgrade the RAM.
It was: 4 strips of 2 GB, total 8 GB.
Now: 2 sticks of 8 GB, total 16 GB.
The essence of the problem: the system (in the control panel) displays that the RAM is 16 GB ( 7.47 GB available ), that is, the same amount is available as it was before the replacement.
The task manager also says that 2.7 GB out of 7.5 GB is
occupied Win8.1 x64 system, the motherboard of course supports dual-channel mode, the brackets are inserted correctly.
How can I fix the problem?

Do you have msconfig? You can specify the memory size, but not the fact that it will help.

motherboard supports dual channel mode
So what? Prots and motherboard support how much. All specifications including markings of memory modules in the studio.

What does the bios show? Winda does not need any dances with a tambourine, she perfectly distinguishes free memory.

msconfig->boot->advanced options
to see if the memory limit checkbox is unchecked.
Is the memory really working?
What about in the bios?

Thank you all, the problem actually resolved itself. After two reboots, everything fell into place, did not change any parameters. Most likely, msconfig helped, because when opening Advanced options (in the answer marked "solution"), the first second was "0", and after a moment it was already 16384.
