I need to understand this.
Project must work out of the box. Project files must run right away from the browser by hitting configured domain. Ideally using built-in PHP7 webserver or nginx (with sample config provided).

"Sparks", in other words - works right away, without any settings. In your case, as far as it is clear from the context, this is some kind of PHP project that does not require the installation of a correctly configured web server with a PHP interpreter.
