Who can be given access to Microsoft Office 365?

Hello!
Please help me with one question.
There is a purchased “Office 365 for home”
According to the license and requirements, who can I add there?
So the question is, add ONLY family members? (and what degree of kinship should be?)))) or by “relatives” can I mean my friends?
Could you tell me how it sounds according to the license agreement?
I didn't find an answer to my question...
It's embarrassing that you can add both family and "other users"
How can I explain this?

"household" - those who live with you in the same apartment. There is no mention of kinship.
Well, it’s unlikely that they will check registration or family ties. I would give access to relatives/friends who really need access to my files.
