How do I transfer my license to Office 2013 without access to my Microsoft account?

Good afternoon.
The office has a bunch of boxed versions of Office 2013. The previous admin distributed the boxes to employees, they tied them to their Microsoft accounts.
Now half of these employees no longer work in the company, the boxes are dead weight. From people there was their computer with the system and all programs.
Is it possible to transfer office 2013 to a new system using an employee license or is it necessary to have access to the personal account to download the setup file (Setup.X**.en-US_HomeBusinessRetail)?
