It's strange that no one advised 8.1. Feels quite comfortable on a gigabyte without any shutdowns and optimizations. After launch, 500MB is free.
2012r2 as a domain controller generally works on 675MB.
Set it to 32-bit 7, turn off aero and other effects (it will look like 98). Also turn off the background image and sound theme. Disable all unnecessary services (Printer spooler, all sorts of smart cards, there are a lot of unnecessary services). Increase the paging file to 4 gigabytes and set a fixed size.
You can also try plugging a flash drive into it and using it for ReadyBoost so that programs are loaded from a flash drive, and not from a disk.
