Which web programming courses are better in general: English-speaking or Russian-speaking?

Hello!
Please tell me which web programming courses are better in general: English-speaking or Russian-speaking? (In particular, I am interested in JS (I studied HTML5 / CSS3, I superficially understand the process of developing a site not only from the position of a programmer (design, layout, copywriting, SEO, testing), English - Advanced, used to work as a translator))
On the one hand, I read on some sites that Russian programmers are valued above others in the world, often win competitions, the requirements for them are higher than for others, etc. On the other hand, historically, Russia, unfortunately, lags behind the West in development by at least 20 years.
There are a lot of reviews and reviews on the Web for various courses / schools, I want to narrow the selection circle for myself.

In general, English speakers are more praised, and there really are good ones (UDEMY, for example), which you can rustle on the Internet for free.
