Which way to organize a web forum is relevant in 2019?

Good afternoon.
I would like to get a classic forum with sections and topics in them, able to:
Guests - prohibited, moderated registration with captcha (in total, about 200 users and 20-30 messages a day from them). Possibility to appoint co-moderators among users. Convenience (quick response form + the ability to attach files of a limited size + code syntax highlighting + response notifications). Visual design - similar to ~ forum.ixbt.com . Confidential and other similar classified information is not planned to be placed on it.
About 15 years ago (it was then that I organized a trio of forums) I acted on this issue in 2 ways:
1) I took hosting with an Ip address + Wirth server and installed Linux/PHP/Apache/MySQL/PhpBB on it
2) Some hosters (nic, for example) offered pre-installed apache-php-mysql
It took more time to cut the forum to the norm: add mods (quick replies, smiley icons, captchas, etc.)
What is the best way to implement this now?
- Are there ready-made host solutions (a la everything out of the box 2/5/10Gb + address in the form of https://youForum.bb.com + convenient admin panel): can anyone recommend?
- If method 1 - then who uses what? Preferably not too time-consuming at the start.
