Which way to choose to create a video application for Android?

Videos (the duration of one video is 20-30 seconds) should play on the main screen by themselves, then immediately switch to another video, then the next, etc. The videos are taken from the server on the computer.
Accordingly, a minimum delay is required to download the video and start it.
What development tools to choose? Write exclusively in Java or use HTML5? Maybe use Flash?
I ask for help in choosing the optimal development path in order to achieve the fastest video launch.
Any and all advice would be greatly appreciated. I ask for forgiveness from those who think the question is stupid.

About Java as a back-end - a good idea, and given that your videos are 20-30 seconds long, I don’t think that they will load for a long time ... They will be light =)
