Which VPS provider is suitable for raising a VPN on a server?

In connection with recent events, I decided to take care of this issue. Some VPS providers prohibit hosting VPS on their server or have severe speed and traffic restrictions.
You need a speed of 100 Mbps and traffic of at least 1TB / month.
Are there similar VPS providers?
Will the VPN be resource intensive or will the simplest plan 1 CPU/1GB/10GB be enough?
