Which VPN service to choose?

A small company (10-20 people) needs a VPN service. Not VPS + set_yourself_as_you_want_your_VPN, namely service as a service. Nothing criminal, just "in case of misfortune" so as not to be left without the Internet on work issues. Clients are mainly Windows, but there are also Mac and Linux, everyone is sitting at home.
That is, in simple words, it is necessary that the service has one account (to make it convenient to pay and manage), but there should be several clients to connect.
Who can advise what?
PS: I am considering Surfshark, ExpressVPN and NordVPN. I'm more inclined towards Surfshark, because. no client restrictions. But NordVPN has a "corporate version" - NordLayer, where you can manage clients from a single personal account.

Surfshark
Advantages:
- the cost is lower for a long period (from 6 months);
- There are no restrictions on the number of connected clients.
Disadvantages:
- there is no corporate version; a single office for managing several clients.
ExpressVPN
Benefits:
- Maturity in the market, ie. reliability.
Disadvantages:
- the cost is higher than the others;
- 6 clients per license;
- there is no corporate version, i.e. a single office for managing several clients.
NordVPN
Benefits:
- there is a corporate version, i.e. a single office for managing several clients (NordLayer);
- there is a NordLynx protocol - modified by WireGuard, according to statements, it is 1.5-2 times faster than OpenVPN;
Disadvantages:
- 6 clients per license.
I chose Surfshark for myself due to the lack of restrictions on the number of clients and cost.
NordLayer is, of course, good. But for 20 people you will need to take 4 licenses for 6 devices and pay 4x9$=36$ per month. It's hard, however.
The "service as a service" makes sense only in the form of a service that has adopted the RKN rules and has a server in Zabugoria, because geolocation restrictions have already begun.
But even if you leave out such a thing as logging (let's put it for work and actually don't care who went where), then they usually don't write clients for Linux.
I am for "VPS + set up_how_you_want_your_VPN".
Even a small company should have a technical specialist who can set up a droplet with a guard and a web muzzle for sick people in 10 minutes.
