When starting vpn, blocking in hosts is ignored?

Big Sur, some websites are blocked in the /etc/hosts file.

Example:

127.0.0.1 www.site.ru
127.0.0.1 site.ru

All is well, they are blocked.
But when I connect to vpn via openVpn connect, the hosts file seems to be ignored. And the sites become available again.

Previous versions of the OS did not have this problem.
How can this be corrected?
