Which VPN server to choose?

Task: set up a vpn tunnel between a win PC with a static external ip with a remote router. It is necessary that the router (client) knocks on the PC (server). I tried several routers, all have a standard set of connections: l2tp, ppoe. Windows has its own vpn server, but it was not possible to force the router to connect to the PC. I connected directly, opened the ports, turned off the firewall, looked with wireshark, the packets arrive, but there is no connection to the server.
1. Is there an alternative vpn server for detailed tasks under windows
2. Maybe someone insisted on this, share the settings, router model.
