Which virtualization system to choose?

You need to build a virtualization system. There are plenty of options, but the budget tends to zero.
Hence the wish - preferably free.
What do you advise?
Tried HyperV - but as it turned out, it's not that free either. And very paid.
ESXi - seems to be covered??!
KVM-? I don't know anything about him. what do you think?
Or other options?
What we will virtualize: FreeBSD, Windows server, possibly Linux Debian.

If updates are rolled in time, then it's quite a good thing. Until now, several servers on XenCloudPlatform 1.6 are working.
