Which video conferencing equipment to choose?

If it's cheap -
take any webcam with a good viewing angle and quality from 2 MP. Mount it on a monitor (in your case, apparently a telly on the wall)) I would not give more than 3-5k for it.

I would take out the microphone separately in the center of the table, wired, wireless - you decide.
Continue calling on Skype as usual.
Software - there is free software for Linux, for organizing your own server.
