Hello! Tell me, is it possible through the browser to connect two users in a video connection over IP.
WITHOUT signal servers, without media servers, without additional software and other services
There are only two users. Everyone sits in their browser in different places of the country.
We only have PHP and HTML5.
If possible, how?

No. To connect over the network, you need a server. There is no point in having a dynamic IP.
Either a third-party server, or on a machine for one / all users.
What is WebRTC?
WebRTC (Web Real Time Communications) is a standard that describes the transfer of streaming audio data, video data and content between browsers (without installing plugins or other extensions) or other applications that support it in real time. This technology allows you to turn the browser into a video conferencing terminal. To start communication, simply open the web page of the conference.
