Which user is needed in Windows 10 with the right to sign out other users?

There is a server under Win10 with a terminal patch. Periodically session of one of users hangs up. Helps ctrl-alt-del and in the "users" tab to log out this user. But - only the administrator has rights, users cannot kick each other. You can't give them admin rights. The question is how to allow one user to kick another..
