Which universities to choose for distance learning in Computer Science?

Good afternoon
First, I will briefly describe my situation.
I graduated from a technical university and received a diploma of a
Ukrainian specialist. Engineering specialty related to radio engineering
and information security. When I entered I did not think that I would become a programmer,
but now I am thinking about a diploma in Computer Science. I myself work
in a laboratory dealing with information security.
I don’t want to get involved with the Ukrainian education system after 5 years of
study at the university, at least until the 2016 reform. I would like to enroll
remotely in an EU university or perhaps some other one, so that diplomas
recognized everywhere. Do you know any educational institutions that are popular for distance education or do you have similar experience yourself?
It would be useful to hear opinions, thanks for your attention.
