There was such a problem: I can’t send documents by public mail because the mail takes longer than the period during which documents are accepted. I want to enter Moscow or Peter. On the internet, no way. At least I have not seen such universities. You can send by DHL for example: they only deliver about a day. The price of the question is either 500 or 1000 rubles.
