Which solution to choose to create a payment page with a personal account for a client?

There is a task to create a payment page, where the payment system will be screwed, as well as a personal account for the client.
Mechanics: The user comes to the landing page, selects a tariff, goes to the payment page, fills in his data, attaches a file and describes his task. Further pays. The administrator receives a notification and, if necessary, sends a letter to the client (you can just use soap). What solution do you recommend?
I thought about taking a ready-made CMS (for example, opencart or wordpress), setting up 3 tariffs there (3000, 5000, 10000 rubles), setting up the payment page fields and installing the payment system plugin. The only thing I don’t understand is how to remove the intermediate cart page and how to set up the fields on the payment page (filling in personal data). Need instructions.

Dig towards hosting sites. There is billing, personal accounts, etc. I have never made websites for hosting yet, but I think all the answers there lie on the surface.

You can do whatever you want.
It does not depend on CMS. The main thing is to understand that

3 rates( 3000, 5000, 10000)
this is stupid - goods sold on the site.
No baskets are needed, the solution depends on the payment system (aggregator) you use. In principle, any of them have connection examples, the simplest of which is payment by pressing a button. And this is your option.

The questions you don't understand are only the very beginning. It is very possible that there will be tasks to add functionality to your personal account. Full setup of an online store on popular free and paid CMS is a hemorrhoid task for an unprepared developer. Another problem is that such CMS are very gluttonous, in order for the site to work quickly on their basis, you will have to pay more than for a self-written solution. I recommend that you develop a TOR, prepare a design layout and contact freelancers. What you described may not be expensive, work for 1-1.5 weeks.

There is a solution - go learn php and then learn the opencart engine (or joomla, or drupal, or wordpress). To understand how to solve a problem using a particular engine, you just need to know it.
