Which solution to choose for a file server?

The task is such that for a small resource it was necessary to make a file server so that when a user clicks on a direct link, the download of the desired file starts.
At the moment, this is implemented as follows, there is a vps on ubuntu 16.04, a web server is raised there, files are thrown into the directory and links are simply exposed via https.
VPSK characteristics: 2GB of RAM, 1.7 percent, 1GB port.
The problem is that if, for example, 16-18 people download a file at the same time, the server no longer gives the file for download, as if hanging. And also download speed even 10 people. at the same time already going to 50-100kb / sec.
How to fix?
Maybe I did not correctly approach the method for downloading? FTP did not fit the protocol, due to the fact that in the safari browser, for example, there were difficulties with downloading.
Does it make sense, for example, to buy a business account in dropbox and just share the file there? Or maybe there is some kind of add-on for all this, so that the vpska would not be overloaded like a file web muzzle ...

There is an option with SFTP, but the speed will cut.
You can install Nextcloud and others like it and make a full-fledged exchanger.
