Which SFX can unpack without running the program when finished?

There is an sfx created in 7zip. For this archive, the install.bat file is installed, which is launched after unpacking.
I can't just unpack the archive into the specified folder without running the install.bat file. There is no such key to start.
The same situation with winrar.
The only thing I found is CAB SFX iexpress. It allows you to ignore the command to run after unpacking, but does not support nested folders and shortens filenames longer than 10 characters. These restrictions cannot be bypassed.
Please tell me if there are any other third-party sfx modules or, in extreme cases, other programs for creating installation packages with the specified functions.

This functionality is needed in order to start the installation of files scripted.

For this, there are programs for creating installation packages ( Programs ), not SFX.
