Which service to use to track user parameters?

I don't know what it's called, so I'll describe it in my own words.
I pass user parameters via API: "user_id=100500", "registration_dt=12.04.2018", "purchases=0", "has_email=true". I set the rules: "if more than 14 days have passed since registration_dt AND purchases == 0 And has_email == true, then pull the callback on my server, passing user_id there".
HelpCrunch has something similar, but it is for automating mail and chats, and I only need to receive an event on the server.
Tell me, please, something like that, preferably not for fabulous money :)
Or at least tell me what it's called so that I can google it.
