Which service to choose for face search?

Friends!
How can the following be implemented?
1. There are photos in the database, divided into folders (or tags) - Ivanov, Petrov, Sidorov.
2. The user uploads a photo, a face search is performed.
3. If, for example, Ivanov is found, it returns a photo selection with Ivanov from the database.
I look at https://opencv.org and cloud solutions from this list - Google, Microsoft, Amazon, IBM, etc. Which
way is better to go or which cloud to choose for these purposes?
