Tell me some mechanism for service discovery that would allow you to do the following: when starting the service, the server serving the service registry must be able to execute a console command (as a result of which a unique id of the risen service will be obtained), and then it must be able to transfer this id to a running service.

Running a command on the server side can initiate the risen service itself, this is not important.
