Which server to choose for telegram instant view?

I want to install telegram instant view and Facebook Instant Articles on the site for the client,

but they cannot provide access via FTP / SSH due to security policy. Can create a development environment/environment. There is CI/CD for code delivery.

tech support asks for the parameters of such space (memory, disks, processor), what to install on the server, and how to release sites (to the world or to VPN). I'm not very good at this.

Need advice on what to put on the server?
