What is the error Server said: Could not create file. Error -160: could not start data transfer?

The error pops up when trying to edit a file via ftp.
Permissions for 755 files 644 I download
and unpack the archive via ssh
I don’t understand, the rights are correct.

ftp as root? 644 is rw-r--r--, 755 is rwxr-xr-x, w is only for root.
