How to connect via ssh through windows 7?

Hello, I have Windows 7
To connect to the database, I was advised to first use the command
ssh -L 3307:xxx.xxx.xxx.xxx:3306 myuser at xxx.xxx.xxx.xxx
But I don’t understand where should I enter it?
in cmd the console gives an error
I enter via Telnet also gives an error
In general, I need to connect with such ports, how can I do this?
I downloaded putty, but it's also not clear where to enter it with such ports
