Which rule in the hosts file assigns an IP value to domains without an A-record?

hosts file (for Windows). What rule should be specified so that a specific IP is assigned not to one specific domain, but to all domains that do not have an address? That is, without A-record)
Example:
11.11.11.11 ya.ru #(sets IP for domain)
22.22.22.22 %no-dns% #(sets IP for all domains without A-record)

There are no rules in the hosts file.
Just matching the address to a specific host.
All.
