Why is a specific site not opening?

Hello, I've been struggling for a few months now. The problem is this, a specific site does not open, one of the well-known bulletin boards. In all browsers. Pings, opens from another computer on the same network. I tried all the tips from the Internet in articles. Recently there was a reinstallation of Windows, I thought after that the problem would definitely be solved, but no.

Maybe this is somehow connected?

Please give advice on what can be done about it.

Is there a server response?
