Which router to choose for the office?

Itself in the networks and equipment is not boom-boom (so far), but the task has been set, it must be done, I ask for advice. We need a router for the office with the following inputs
- 19`
- number of employees ~ 50
- wi-fi is not needed
- there is currently only one uplink (100mbs), a second channel is expected to be backed up soon
- there is a public web server inside with an average attendance (~ 100 requests per minute, attendance will grow)
- you need a VPN channel with another organization, through which the database replication traffic will run mainly
- it is desirable to comply with the regulations (FSTEC), tk. the organization is budgetary
- for the same reason, Cisco is most likely not considered at all, because the sanctions showdown
- the budget is about 120-150 thousand rubles, plus or minus.

Suitable for your tasks https://mikrotik.com/product/rb1100ahx4 without FSTEC certificates. From RB3011UiAS-RM, which was proposed by Alexander Karabanov , the performance differs slightly. The main technical difference is IPsec hardware encryption (up to 2Gbps). You only have replications to drive over VPN, so rb1100 may be redundant.
