You need a device (Router) with support for VPN tunnels, more or less stable and, preferably, not very expensive.
The problem is that clients need to connect to the VPN and use the Internet that is connected to the hardware (For example, they connect home from the office and use inexpensive Internet).

Take Mikrotik RB750. It costs 1600r. In terms of functionality, it is an order of magnitude higher than similar solutions. At me such piece of iron is used for distribution of the Internet on 150 users.
To begin with, it would be nice to decide what you mean by “VPN” - there are a lot of options, these are pptp, and openvpn, and Easy VPN with IPSEC.
Secondly, you need to know how the Internet comes to the “HOUSE (Cheap Internet)” point, whether there is a white IP there, etc.
In the simplest case, as already suggested above, any router with dd-wrt / openwrt, with support for openvpn / pptp.
When choosing a router, you should pay attention, first of all, to the size of the memory, because not every wrt firmware with vpn can fit in 16Mb. See models from 32Mb.
The ideal option for you is to find out for yourself what is available at the nearest points of sale (models), then go to the site, for example, dd-wrt (http://www.dd-wrt.com/site/support/router- database), drive in models, read about the capabilities of the firmware, also read reviews, and decide.
