Which raspbian tool to choose for remote voice playback?

The task is the following - on Raspberry PI it is necessary to raise a video surveillance system (1-2 cameras) with the ability to call or voice at any time.
The fact is that during my working hours, the dog at home is in a state of sadness and melancholy and periodically gnaws something / enters where it should not. Accordingly, I would like, sitting in the office, to go out into the corridor and call the dog :). And if everything is clear with the video surveillance system, then there is a question with the ability to reproduce voice.
There were ideas to raise a Skype bot with automatic call acceptance or raise Teamspeak / mumble / etc. server and join them if necessary. But all this looks ugly and crutch. Maybe someone has ideas?
Raspbian OS, no GUI of course.

How about being able to burn some dog files and play them back by running the player remotely?
