Which RAID controller to choose for a file server in 2019?

Good day.
Interested in a controller for SATA RE 14 TB drives with support for RAID 6 and 1 + 0 (10).
Motherboard Intel SC2600, for example.
Intel Xeon CPU E5-2620 v2 @ 2.10GHz
2x DIMM DDR3 1600 8GB
OS -- Windows 2012 R2 and/or Debian.

Do not use a hardware controller.
Reasons - in the event of the death of the controller, which will definitely take place, you will need to look for an identical one. If you have a fleet of such machines - you can handle it. If one - alas.
It is better to use a FS instead of RAID, which can spread over disks - ZFS / BTRFS. But alas, you have little RAM. The reason is that such a file system knows exactly which clusters are occupied, and only copies them when rebuilding.
