How to assemble NAS + MediaServer?

Good afternoon!
On the basis of an old personal computer, placed in a beautiful block a la "Home theater", I want to build a NAS with remote storage access, RAID, FTP, WebDAV, AirPlay, Time Machine backup, photo and video viewing via HDMI and DLNA.
Ideally, you need the DiskStation DS416play functionality, but the price tag + hard drives = space.
If you install an analogue of Synology DSM OS - XPEnology, will you be able to implement all the functionality?
It is not clear how to watch photos and videos via HDMI on a "stupid" TV.
Maybe there are analogues like NAS4Free, XPEnology, but more modern with a friendly interface and its own shell?

I recommend ODROID-C2 with LibreELEC on board and external HDD.

to watch video via HDMI, I like Plex (Plex Media Server and Plex Media Player)
it has DLNA, but it's better to use Plex Media Player right away - just for stupid TV.

For TV, you can buy Raspberry or Odroid. If the TV set supports HDMI-CEC, it's generally hot.
For storage, in addition to the above, there is also OpenMediaVault. As for me, it is more interesting than NAS4Free. By the way, there is a Plex plugin for it.
