Which PSU consumes less?

There are two power supplies. The first one has input 100-240v 100ma, the second input 230v 70ma. As I understand it, the first consumption at about 110 volts will be 10 watts, at 220 there will be 5 watts? And the second one has 16 watts. It turns out that the first one will consume less at 220 V?

The power supply does not consume. He transforms. The maximum parameters are indicated on the power supply. The power supply is characterized by efficiency and therefore will consume even when not loaded. Connect the device to the power supply and then measure what and how much it consumes.
