Which project manager to choose to control and speed up time?

Hello. The task is this, there are several remote managers who are looking for orders, we cannot combine them all into one general chat, so now it’s like this, these managers write to 1-2 people, and then these tasks are already distributed among employees, but the problem is that the load is large, there are many projects, these 1-2 people forget to send something to someone, etc. and the team is not particularly aware of who is doing what. You have to collect everything bit by bit, get distracted by chats, etc. I would like to have some kind of project manager where everyone could throw new orders into a pile, indicating the deadline (if necessary), everyone can see it. The person responsible for this matter can then assign tasks to employees, or they themselves can take the task they like and assign it to themselves. Choose at what stage the task is (would be great, rather than just pick up and finish). At the end, set the elapsed time. See all processes somewhere in a separate dashboard, who is working on what tasks, who has completed what, etc. A cool feature would be an alert for each participant about burning tasks. It would be cool to be able to outline a plan, for example, you need to work there 100 hours a week on such and such a project or do so many tasks and then look at the statistics.
Who knows something similar? Something like Trello is clearly not suitable :))

Redmine + Mattermost + Gitlab installed on their own server and, if necessary, integrated with each other with various plugins.
