Which program to choose for accounting traffic and speed under Windows (to select a 3G modem and tariff)?

I work at night, and the office often began to turn off the light. I’m thinking of buying a 3G router, but I can’t decide on the tariff (daily subscription fee or traffic) and standard (EV-DO Rev A or EV-DO Rev B +, which is not only more expensive in itself, but the modem for it costs more). To do this, I want to measure the speed that is required for work (as a rule, I work with servers located over the hill; sometimes a small amount of data is transmitted very slowly) and how much traffic I consume.

I would not hesitate if Intertelecom (or anywhere else) had a router with a built-in modem, but they only have one USB Rev B + modem model, which, based on posts on the Internet, is not friendly with individual routers. In general, you need to find out if it's worth paying more, then dancing around the firmware for routers, or buy yourself a regular Rev A router for 400 hryvnia ($50) and not bathe.

Is there anything free (preferably open source)? TMeter was generally made by Russians. Fu Fu Fu.
