Which platform to choose for a desktop application?

The application will contain both standard interface elements and graphic ones. For example, you will need to drag an image or text onto the field, resize them, do some other manipulations (compress-stretch-rotate, etc.), perhaps animation, etc.
A cross-platform solution is desirable. Preferably free or inexpensive.
So far I see such solutions:
1) Qt
2) Java?
What are the pros and cons?
And what else?

Qt will allow you to wrap all dependencies in one installer.
Java will require the user to install an additional runtime.

Curiously, has anyone tried it in action?
Do not forget that one of the requirements is the ability to work with graphics (both sound and video). If, for example, this is Java, then what can be used for this?
