All this should take place in the process of a video conference of several people and be visible to everyone. The solution should be for PC, iOS and Android. Although you can start at least just with a PC.
Now this is done through a teamviewer, then it is screened, pushed into Photoshop, circled there, a sheet in the Word is pushed into there. This edge is both convenient and innovative. ;)

Hangouts used to have the ability to 1) draw on the sent pictures in the chat, 2) Fumble the screen and draw on it. 3) Open a joint googledoc and edit there.
The solution definitely works on Android and PC. (on PC in google chrome)
