Which payment aggregator to choose for c2c mobile application?

Good afternoon!
We launch a mobile application based on c2c.
Faced with the problem of choosing an adequate payment aggregator.
Advise whom to choose from a long list, provided that you would not like to register an individual entrepreneur, LLC, etc. at the start of beta testing during the first 2-3 months of work. You need to assess the demand and all the risks.
The bottom line should be that the aggregator is able to transfer funds from one individual. person to another, minus the commission of our service, freezing the buyer's funds along the way, until the other person confirms the acceptance of the goods. The entire commission is appropriately accumulated to the account of an individual.
Ideally, of course, stripe, but there are some difficulties for users from Russia, since you need to register a company in the USA through atlas. All this can be done, but you do not want to at the very initial stage.
All well-known aggregators (such as Yandex Cashier) necessarily require an IP, and as an individual it is impossible to cooperate with them, or are there any options?
Or is it better to immediately issue an IP, but then which aggregator is better to stay on, because c2c payment has its own nuances.

What you described is not c2c, but a safe transaction - escrow.
