There was a task to raise a VPS server. The essence of the problem is that I can not choose an OS for virtualization. There are few topics on the Internet on this subject, so I ask for advice. As planned, both Windows and *nix systems will be virtualized. It is advisable to choose a free OS, because the institution is state-owned and they will not allocate money for the purchase of licensed software.

Take any distribution kit with kvm: proxmox or ovirt.

vmware esxi or xenserver.
In xen "you can't" just forward usb.
In vmvar there are nuances with backups of virtual machines. IMHO in xen is easier.
