The one you feel more comfortable working with. Now almost any of the popular systems meets the requirements for normal web development. I'm sitting on Windows, because. it’s more convenient for me, I know Windows better than Linux, and I can set it up as conveniently as a person with a different system has my own system. I think that holivars about the OS are a thing of the past. At work, I use MacOS, but I would not say that it is in some way better than Windows (for me), even worse in some ways (again for me). Choose from personal preference.

Depends on the ecosystem and even specific tasks.
For some php / ruby / python backends, the best option is linux, os x is acceptable.
At the same time, for a webmaster (wordpress, for example), the best option is os x, and the acceptable one is windows.

Of course, Windows 10 is better than nothing.
I even have Windows Server on all (almost) VDS - from the budget ones for 150 rubles. per month to Google Cloud VM.
On it you can do everything at once. All these docker, kubernetes, any PL, IDE, libraries, etc. everything is on Windows.
Why invent something if everything works like that, right?

Linux
My experience: I chose centos for vds, and trying to catch all the subtleties of the system, I also switched to centos on the desktop. This allowed me to gradually learn the intricacies of administering this system, which allows me to feel in it like a fish in water...
