How to make the bootloader boot from the HDD when there is an SSD?

There is a HDD where the OS loader is located, but when you turn on the computer, the system immediately boots from the SSD and its bootloader. In BIOS, it is worth loading the first HDD first, and after rebooting the computer, it loads correctly from the HDD. It is as if the computer does not see the hdd when it is first turned on, and when it reboots, it sees it accordingly. And as soon as you turn off the computer and start it after a while, it will again climb into the SSD. Swapped SATA ports, climbed in the BIOS, did not find a solution.
How to make it so that the first time the system is loaded from the HDD?

Most likely, the FastBoot option is enabled somewhere in the BIOS (uefi) (it may be called differently, but the meaning is the same). When you change the settings, the download occurs a little differently - that's why you can boot from the HDD. But after a regular shutdown, it loads in FAST mode, where initialization occurs a little differently, it is somehow connected with UEFI, I, alas, don’t know the details, but for some reason the SSD (more precisely, the UEFI bootloader (it seems like even not on the SSD itself, but directly in the BIOS (I can be wrong)) always comes first, regardless of the order specified in the BIOS BOOT section
