Which opsos can receive incoming traffic?

Good day. There is a "server type" for 2008r2 (although why ..) with some software that several people want to use. The connection goes (should go) through the standard rdp (naturally, everything works within the local network). And then the most interesting begins: there is no normal communication channel. There is only a USB whistle 4g of the big three (of course, already without reference to OpSoSu). There is no normal wired/wireless internet and never will be. The customer is miserly and generally agreed to help out of boredom.
What we managed to find out: the beeline does not give out statics - it can only work on vpn (and I need to be able to connect to the machine from anywhere and, accordingly, anyone with the appropriate access rights) megaphone - the bottom. Just the bottom. Moreover, they got confused on the "type of statics" which they never provided. You can't even reach the modem from outside. icmp allowed.
Question: who else can you try to use?

when it comes to service ... then raise the waffle at your own expense). bust the highway. sleep more peacefully. if the complexity is in real life ... it's easier to keep vpn to your server

You buy cheap VDS with a static white address, deploy a VPN server on it, to which your server will already cling, set up NAT on the VDS with forwarding RDP traffic to your server. All.
In this configuration, you can drag your server anywhere, change its addresses 100 times a day.
If you configure VPN also on clients, you can do without NAT, but directly go to the server at the internal address of the VPN.

Megafon in Moscow gives static addresses, they kept the office on such a connection for more than six months. And, if I'm not mistaken, this service is provided even to individuals.
